Angela is a Professional Engineer and Product Manager at PhotoSat Information Ltd. in Vancouver, Canada. She holds a Bachelor of Science in Geomatics Engineering from the University of Calgary and is a registered member of the Association of Professional Engineers and Geoscientists of Alberta. Angela brings expertise in high-precision surveying technologies and has contributed to major energy and transportation projects across Western Canada. As Product Manager for Topography at PhotoSat, Angela plays a key role in translating customer needs into product features, managing the product lifecycle, and ensuring PhotoSat’s offerings deliver innovative solutions for tailings monitoring, mine development, and dam breach modeling.

His expertise spans the full project lifecycle, from conceptual and feasibility studies to detailed design, risk assessment, and independent reviews. He has successfully led major projects globally, including tailings storage facilities, water dams, foundations, slope stabilization, excavation, soil reinforcing, and infrastructure developments. His work combines advanced numerical modelling, analytical calculation, practical solutions, and strong project management to ensure safety, compliance, and long-term performance.

Leilani is a principal tailings engineer at WSP Perth. She is a Registered Professional Engineer with over 15 years’ proven specialization in geotechnical consulting for tailings and mine waste management. She also holds a Masters Degree in Engineering Management, specializing in Risk Analysis. Leilani has a special interest in risk based design for tailings storage facilities, and is currently researching how best to apply this to tailings dam breach analyses.

Biography

Gemma Bullard, Ph.D., P.Eng. (NS), studied Civil Engineering at Queen’s University (Canada) and has been with BGC since 2019 in the Halifax office. She specializes in landslide-generated wave assessments and has experience applying this knowledge to multiple sectors on screening-level to detailed assessments requiring computational fluid dynamics (CFD) modelling. Gemma provides technical input on coastal engineering problems ranging from bank erosion due to wind-generated waves to runup calculations for wave breaking over a berm. Gemma has been the technical lead on numerous dam breach and inundation studies for tailings dams, water retention dams, and natural landslide dams all over the world. Her experience also includes debris-flow assessments, flood-inundation studies, and rock scour assessments. Gemma is the R&D University Connections Lead.

indsay Millard is a hydrologist working in Queensland on a wide variety of infrastructure projects. He has served on the Queensland Water Engineering Panel for many years, most recently as Deputy Chair. Lindsay has worked for major state infrastructure providers undertaking roles as internal specialist for flood hydrology and flood risk analysis. At Department of Transport and Main Roads in 2013 he delivered the initial release of the Bridge Scour Manual and updates to the Road Drainage Manual.

Behrooz is currently ATC Williams Global Technical Advisor and has over 30 years of experience as a consultant, researcher, and educator in the civil, geotechnical and mining engineering fields with significant emphasis on geotechnical and water management aspects of tailings and water retaining dams. Dr Ghahreman Nejad is also an Honorary Principal Fellow at the Department of Infrastructure Engineering, the University of Melbourne. His research expertise encompasses the application of a comprehensive range of experimental (physical) and theoretical (numerical) modelling techniques in geomechanics. Behrooz has authored numerous technical publications, and lectures on geotechnical engineering of embankment dams.
